Having recently reinstalled Windows XP, then millions of service updates, I was hit with the 1607 error. I tried other ideas without success, then saw Jim's suggestion (from 11 Apr 2006), tried it and it worked like a charm. Thanks, Jim!

haven't bothered to read the other comments above, but thought I'd post this anyway.

Trying to install OracleXE which uses ISScript11, got the wonderful 1607.

Os: Win2k Sp4 w/ WinInstall 3.1.

uninstalled 3.1, renamed msiexec.exe in C:\%windir%\System32 to *.old - ran msiexec3 redistributable - installed fine, rebooted - now able to install oraclexe with ISScript11.

this was driving me crazy on a brand new laptop trying to install iTunes.

so here is what I did, I went crazy deleting files in C:\program files\common files\installshield\

then i went to installshields website here
http://consumer.installshield.com/kb.asp?id=Q108158
downloaded the latest version (version 9) extracted the contents of the zip file to the desktop (i couldn't run it directly from the zip file) and run the installer from the desktop. finally the problem was FINALLY resolved. I hope someone else will find this helpful.

I had previously installed QuickTime (standalone).
When I tried to install iTunes, I got the dreaded 1607 error. So, I went to the control panel's add/remove programs and removed InstallScriptMSI engine. Then when I ran the iTunes installer again, no error!
